Description:

The Annual Assembly is an IPTA policy-making body comprised of voting representatives from all of the IPTA Districts. During which time, Representatives make decisions on issues that impact the future of the IPTA in its consideration of rules, policy, and priorities. The Assembly was created by the IPTA membership to improve the Chapter’s ability to consider the needs and opinions of the entire geographical diversity of the membership by designing the structure to require a quorum of members from each district to conduct any business of the Chapter of the Association. This group has the legislative powers and authority to determine policy of the Chapter, amend and repeal Bylaws, and charge the Board of Directors to carry out activities on behalf of the Chapter.

The IPTA appoints members to serve on the Assembly Reference Committee (RC)

The IPTA is looking to appoint RC members for a two year term of January 1, 2025 - December 31, 2026.


Report to: The IPTA President and Board of Directors, especially the Speaker of the Assembly. Written reports to the Board of Directors and the Assembly of Representatives as requested.

Reference Committee Composition and Term: The Reference Committee consists of 6 members: the Speaker of the Assembly, Vice Speaker, Secretary, and 3 other members appointed by the President and approved by the Board of Directors. The Speaker of the Assembly serves as the chair of the committee. Each appointed member serves 2 year terms beginning on January 1, with one member appointed on even years, and two members appointed on odd years. The Speaker of the Assembly serves the duration of the term of office.

Position Objective:  The Assembly Reference Committee is responsible for receiving and reviewing upcoming motions to the Assembly, being a resource to consult and give feedback on new ideas, and implement guidelines for motion review and development.

Specific Responsibilities: RC Members Roles & Responsibilities:

  • Receive and review motions coming before the Assembly.
  • Act as consultants with the maker(s) of a motion. As consultants, provide feedback and guidance on form, wording, and method of presentation to the Assembly so the motion clearly states the maker(s) of the motion's intent.
  • Identify motions that fall outside the function and scope of the IPTA and provide suggestions of other options for addressing the maker(s) of the motion’s intent.
  • Create and implement guidelines for motion review and development.
  • Be available for consultation with makers of motions prior to and at the Assembly.
  • Determine the order of motions for the Assembly agenda and work with IPTA staff in preparing submitted motions for Assembly packets and publication.
  • The role of the committee members is to act as consultants and provide recommendations to maker(s) of a motion; however, the final wording of a motion is the decision of the maker(s) of the motion.
  • Periodically review IPTA Bylaws and make suggestions to the Board of Directors for amendments.
  • Consult with Parlimentarian as necessary regarding proposed bylaw changes.
  • May consult with Chapter staff to obtain additional information, determine fiscal impact, research history and references.

Qualifications: Must be an IPTA PT, Retired PT, or Life PT, PTA, Retired PTA, or Life PTA member in good standing. Experience in developing motions, coaching/consulting, and knowledge of bylaws and Robert’s Rules of Order is suggested. The committee has time sensitive deadlines. During a Reference Committee member’s term, he/she is not eligible to serve as an Assembly.

The IPTA also recognizes that there may be occasions when conflicts arise. If such circumstance occurs, please consult with the IPTA President and Executive Director.

Evaluation: The IPTA BOD President will contact you before the completion of your term for feedback on your volunteer experience. This will be used to update this job description, develop appropriate materials, and effectively orient future IPTA volunteers.
